In East Potomac Park, D.C. a 100-foot giant has been struggling to get out of the ground for the past 27 years. The statue, by J. Seward Johnson, Jr., was intended to be a temporary exhibit when installed in 1980 but has proven so popular that the park services have overlooked the lapsing of its permit.
According to the Wikipedia article) the nearby Potomac river occasionally floods the park, giving the impression that the giant is drowning.
